1. What is the nature and description of the request?

Whenever building an Execution Environment based on a Containerfile created using ansible-builder (with either registry.redhat.io/ansible-automation-platform-23/ee-supported-rhel8 or registry.redhat.io/ansible-automation-platform-23/ee-minimal-rhel8 as base image), default package repositories are somehow restored in /etc/yum.repos.d/ after being removed.

This makes them difficult to replace/override with a custom .repo file.

2. Why does the customer need this? (List the business requirements here)

There should either be no need to override default packages, such that one could simply disable them, or the override method should be simplified, without the necessity of using different id's in custom .repo file.
