What is the nature and description of the request?
With builder 3 we have introduced multiple build stages to customize the building of EE as much as possible, they are described here: https://ansible.readthedocs.io/projects/builder/en/stable/definition/#additional-build-steps
I will say that this is a step in the right direction, but for a customer who just want to build an EE with collections and dependencies this raises an adoption issue, we need to ensure that we can explain usecases for each stage in documentation or we can reduce the number of stages in this.

Builder adoption, it should be easier to build an EE for customers.
How would you like to achieve this? (List the functional requirements here)
Less stages and more documentation of those stages
List any affected known dependencies: Doc, UI etc..
