Still needs a lot of discussion but our proposed solution was to lift what is in Controller's Project Create and its "Update Revision on Launch" option.

1. On Project create form, user would be able to enable the option of "Update revision on launch" just like in Controller's Project create form.

2. On the RBA side, clicking the "Restart Rulebook Activation" would simply restart it. (Not sure if this is intended experience?)
