Feature Overview

There needs to be a way to throttle the number of activations that EDA Controller runs at once.

This should be configured in a unified location no matter the install scenario

We already know a controller instance can only handle certain number of API requests and anything above that gets rejected at the controller nginx level. 

This feature helps with the concerns around overloading the AAP Controller.
