All members of a "team", should be allowed to see the job templates created by all other members of the same team without this having to be explicitly permissioned  on a "per template" basis. 
 
Without the ability to make that the default behaviour, it means that every time a team member creates a job template, they have to remember to make sure that the other team members can access it.  This is not the behaviour we want, as it adds unnecessary steps.
