Allow users to clear the galaxy cache

      1. What is the nature and description of the request?

      After update one collection in PAH and after that trying to sync a project which is using the updated collection, a customer got the following error in azure-managed environment:

          "ERROR! Mismatch artifact hash with downloaded file"

      Even having set 'Delete' and 'Clean' in the project, and after some time, projects started syncing properly(24 hours). The delete and clean is at project level, and the galaxy cache is in another location (.ansible/galaxy_cache/api.json).

      Allow users to clear the galaxy cache and this situation with the hash does not happen again.
