The variable ee_from_hub_only allows the RPM installer to create a self-contained cluster which doesn't depend on any external container registry by making sure that controller has only EE objects pointing to the hub deployed at the same time. Especially when using the bundle, it seems logical to not depend on an external registry.

AAP-57981 has been closed as not being a bug so I recreate this as an RFE, so that the feature is reimplemented for the containerized installer (even though it will look like a regression to any customer).

Of course, most EEs pointing to an external registry can be removed after the installation but not the `Control Plane Execution Environment` which is read-only.
