AAP Managed: maximum automated nodes per billing cycle

      As an AAP Managed customer I don't want exceed the number of managed hosts I defined in my cloud private offer.

      On an AAP Managed platform automated hosts are calculated per billing cycles.
      Customers defines a tier of pre-paid automated hosts, each host exceeding the tier are billed with pay-as-you-go price.

      We need a mechanism that can forbid executions or trigger an alert when executing automations can exceed the number of hosts defined by the pre-paid tier.

      • The counter should increment at every automated host per billing cycle
      • The counter should be reset at the start of the billing cycle
      • We should have a feature to prevent executions of automations that can make the counter overflow the tier
