Today it is not that easy to work with labels.
I see the following issues working with labels.

1. When assigning labels to a template you will see all labels in the system not only the one that is assigned to your organization.
If there are multiple once with the same name, you would not know which one to select. can lead to access denied errors.

2. Not possible to remove labels that is no longer needed from UI.
In ticket 04301760 is is stated that you could do it from API.
Even if that works (Not clear to me when writing this that it even works). It is not user friendly that you need to use the API to do this simple task.

3. Since you can't know what organization one particular label is associated with and you are not an organization admin for the organization that the template is associated with you will get an unclear access denied error when trying to to assign a label to a template.

In general working with labels in the UI is not user friendly
I would recommend to make an update so the above issues are solved.
I would be happy to job on a call to demonstrate these issues if required.
