What problem/issue/behavior are you having trouble with?  What do you expect to see?
We believe it should be possible to vault variables by providing the credentials to the vault (either by Ansible Tower's Credentials or manual) and have the outcome produced and ready to copy-paste in playbooks.

What is the business impact? Please also provide timeframe information.
Security, vaults credentials can be made readonly, yet allow users to encrypt variables using the credentials.
