There needs to be a tool or set of tools to change the SECRET_KEY across the cluster.

Some components have one, some don't.

For instance, there is:

'awx-controller-manage regenerate_secret_key' for controller

'pulpcore-manager' has rotate-db-key

But gateway, and EDA do not seem to have any mechanism for this.

In addition, it would be good to have a unified tool for the entire platform, and something that works in AAP on OCP.
