All users, independent their role or permission are able to create personal credentials.

The customers IT security department defined a ruleset, where storing of credentials locally is prohibited. To avoid security breaks and remove burden and accountability from users or admins, the system should restrict from allowing personal credential store.
How would you like to achieve this? (List the functional requirements here)
A user role should have the possibility to add/remove the option of create credentials.
List any affected known dependencies: Doc, UI etc..
