In AAP, only a superadmin can create labels for job templates.
In today's functionality, while job template administrators can apply existing labels to job templates, there is no role other than superadmin/System Administrator that can create new labels.
We would like this capability exposed as a role based access control so that the permission to create labels is not restricted to just superadmins and can be assigned to users/teams.
This behavior is present in both 2.4 and 2.5, and while not particularly critical immediately, with the updates coming to labels and the UI (The Domain Switcher https://issues.redhat.com/browse/AAP-37185 ), this will be a much more heavily utilized feature within AAP and the extension of RBAC should match
