[RFE] Allow for a system admin to create api tokens for users

      1. What is the nature and description of the request? 
        Allow for an option for api tokens to be pre-created for a user by an admin. Currently only users can create api tokens for themselves after logging in. Admins should be able to create api tokens for users and other service accounts without logging into those accounts
      1. Why does the customer need this? (List the business requirements here) 
        This will speed up onboarding if an admin can provide users with a token already, or create tokens for service accounts without logging into their account or setting a password on it.
      1. How would you like to achieve this? (List the functional requirements here) 
        Allow token field to be visible by admins on user accounts.
      1. List any affected known dependencies: Doc, UI etc..
