Expand permissions to manage notifications

Summary

Currently, the notification admin permissions are defined at organization level.

Notification Admin:

• Parent: Org admin
• Allow: Assignment of notifications
• Scope: Organization

Creating and managing Notification Templates can only be done by the notification admin, but assigning the notification should be able to do by the template owner. This is a feature request to provide the ability to expand those permissions Job template owners.
