What is the nature and description of the request?

Currently the documentation states to utilize environment variables to configure metrics-utility for use. This change would allow for a config file to be passed to the utility (as a flag or by default) instead.

Easier configuration and understanding of the utility. Can be messy to view the configuration via environment variables when defined.

A config file that's able to be passed as an argument to metrics-utility or as a default location for it.
