this is likely education/ an RFE. The ansible.platform.organization module talks with the gateway API which does not know about galaxy creds/ee/etc. So you first need to call ansible.platform.organization to make the org and then call ansible.controller.organization to add the EE/galaxy credential to that org in Controller. If we wanted to change the collection in ansible.platform to do this automatically it would be an RFE.
