SCM project syncs in automation controller should support connecting to the SCM system via SSH using a proxy.

Currently it's possible to use an HTTP(S) proxy for SCM project syncs by setting the correct environment variables in the execution environment used for the project sync. The same cannot be said for using SSH through a proxy to the SCM system. This capability should be added to the set of supported execution environments that automation controller uses.
