With AAP 2.3 (probably also with 2.4 but not tested) it is not possible to make a backup using the OCP backup operator and use that to restore it on a VM based installation as a vehicle for migrating across deployment options.

There is an occasion need to move an installation from OCP based to VM based or the other way around. With the containerized option in v2.5 this need will also be there. customers want to move including their credentials & secrets which the backup/restore procedure should provide for.

For 2.5+, make sure the backup procedure for VM, container and OCP based installation options produce exactly the same backup artifact. Make sure that the restore procedure for VM, container and OCP based installation options can take this artifact regardless of its source and use that to do a full restore including the credentials and secrets on any deployment type of the same version. If regeneration of secrets is needed to make this work the restore procedures should provide for this OOTB.
