Problem Description:
RBAC permissions should also apply to authenticators. Right now only a system admin user can modify authenticators. It would be nice if a local user could manage an authenticator so that, for example:

A corporate LDAP administrator could log into Gateway and configure just a single LDAP authenticator.
An IdP administrator could log into Gateway and manage a SAML authenticator and view the SP configuration.
An org admin could view an LDAP adapter and manage any team mappings for teams that belong to their Organization.
