What is the nature and description of the request?
When updating an installation using a bundle setup that offer updated RPMs and using the option upgrade_ansible_with_tower the checks for minimum version prevent the setup operations to update the RPMs to the version provided with the bundle.
Why does the customer need this? (List the business requirements here)
The customer would like to have the RPMs updated to ensure better security coverage (for instance with the updates provided for ansible-core version 2.5.12).
How would you like to achieve this? (List the functional requirements here)
Add a variable that would allow for explicit packages updates to be inline with the bundled version.

This documentation page would need to be also updated to better clarify the meaning of upgrade_ansible_tower and include the new variable mentioned before:
