What is the nature and description of the request?

Customer would like to set a `ACCESS_TOKEN_EXPIRE_SECONDS` variable at the organzation level.

Why does the customer need this? (List the business requirements here)

Customer usually has many internal customers using the same Ansible Automation Platform environment but they are separated into their respective organization. Each internal customer could have different requirements for various settings. This RFE pertains to the `ACCESS_TOKEN_EXPIRE_SECONDS` setting. Essentially, our customer would like the ability to customize this setting at an organization level in the event that one customer requires a longer or short value for this setting.

How would you like to achieve this? (List the functional requirements here)

Not exactly sure how to accomplish this as there really isn't any current authentication-related settings applied to organizations. My current understanding of an organization is to just group various objects (users, teams, projects, etc) under one umbrella.

List any affected known dependencies: Doc, UI etc..
