1) What is the nature and description of the request ?
-> AAP Platform administrators should be able to create and edit custom notifications in the Red Hat Ansible Automation Platform Web Console UI, which will be visible to all users post-login.
This feature should offer the following functionalities :
(a) Custom Notification Banner Toggle: There should be an extra function/parameter in the settings that allows AAP Platform administrators to enable or disable this feature.
(b) Create/Edit Custom Notification Banner Text: This setting should allow AAP Platform administrators to write and modify the text that will be visible to all users post-login.
(c) Notification Visibility: The notification should remain fixed at the top of the platform's interface and be visible to all users even as they navigate different tabs within the AAP Web Console UI.
(d) Configuration as Code: This setting should be compatible with configuration as code, allowing administrators to enable/disable and modify the notification text via settings.yml in the controller configuration code.
(e) Hover Support: Hovering over a property should display a description of the associated schema.
(f) Administrator Access Only: This feature should be accessible only to administrators, like other settings in AAP.
2) How to use this feature ?
-> This feature should be available in the settings and accessible by administrators. Administrators should also have the ability to manage it through code. All users should see this notification at the top of the Ansible Automation Platform Web Console UI after logging in. The notification should remain visible as users navigate to different tabs.

Given the multiple organizations, teams, and users on our Red Hat Ansible Automation Platform, the Custom Notification Banner will enable platform administrators to:
- Notify users about upcoming maintenance or downtime in advance.
- Inform users about upcoming upgrades or patches.
- Announce new features available on the platform after an upgrade or patch.
- Alert users about any downgraded features following an upgrade or patch.
- Share information about any known or ongoing issues and bug fixes post-upgrade or patch.
- Introduce new custom features developed by the Platform team for the benefit of end users.
- Communicate known or ongoing issues and bug fixes on custom features by the Platform team.
- Convey any other important messages from the Platform team.
- And many other use cases, especially when the user base is large.
This will significantly boost user confidence and encourage users to plan their tasks accordingly. Additionally, users can easily contact the Platform team to discuss notifications, greatly enhancing the user experience.
