      1. What is the nature and description of the request? The customer would like to check if a specific event occurs a number of times before triggering ac action.
      2. Why does the customer need this? (List the business requirements here) I am opening  this on behalf of Jim Wei (jimwei@redhat.com)
      3. How would you like to achieve this? (List the functional requirements here) Create a rulebook and specify the number of times an event has to occur in a time window.
      4. List any affected known dependencies: Doc, UI etc.. Doc. We currently don't support editing rulebooks via UI
