What is the nature and description of the request?

Poor databae connection can cause a number of issues, but are all symptoms of the main issue, a poor database connection. If a control/execution node in a cluster is experieincing a poor database connection (high latency), then the task manage needs to remove/reduce the number of jobs sent to that control/execution node. Also, some sort of way to identify that this is ocurring needs to be addressed.
