Re-syncing from 4.4cloud05 to 4.3.3 causes loss of all synced content

      Reproduction steps:

      1. Setup a Hub 4.3.3 instance (possibly other 4.3 versions?)
      2. Configure the remote endpoint for certified content to point to console.stage.redhat.com
      3. Sync certified content
      4. When the sync is complete, note that all the content from stage is now on your local instance
      5. Sync certified content again
      6. When the sync is complete this time (should only be a few seconds), note the certified content repository is now empty
