When sync'ing from c.rh.c -> private AH, the deprecation flag is lost, and the resulting collections are then displayed inaccurately in private AH. To fix this the pulp_ansible team is separating 'mutable' data from the object and modifying the sync process to handle this data correctly.

There is a PR here that needs to be released in pulp_ansible, but before it can be consumed by galaxy_ng and properly tested, some changes are needed. This story will be completed when associated tasks enumerating required changes is completed.
