      At the moment, the pulp content app is disabled on automation hub and collection downloads are happening via the v3/artifacts endpoint. This is not a great situation because the number of API workers becomes a bottleneck when downloading content through the API endpoints. To enable this, we will create a new content guard that checks the user's collection permissions and either permits or denies them from downloading collections.
