None of the `container.*` permissoins can grant a non-admin user capability to edit the description of a repository, even one they have rights to push to, edit the README on, etc. The description field is the only odd-one-out.

The UI does display the Edit button when you have the change container permission, but it upon trying to save changes the API responds with a 403.
