Backport race condition fix to Pulp 3.11

A fix that resolves a race condition in Pulp relate to resource reservations was merged. [PR is here.|https://github.com/pulp/pulpcore/pull/1228|https://github.com/pulp/pulpcore/pull/1228].]

Once this is available in 3.11 we will need to upgrade c.rh.c. We may also want to get this into 4.3.x
