Have local and cloud ansible-test sanity use the same quay base image

      • Local image builder to build using quay base image and add artifact, stop looking to GH
        • Note that quay repo shows as private, test accessibility
        • Try volume mapping, may not need to edit quay image entrypoint logic, i.e. $ docker run -v /archive/archive.tar.gz:/archive/archive.tar.gz quay.io/cloudservices/automation-hub-ansible-test LOCAL_IMAGE_RUNNER
      • Update image from python3.6 to python3.8 if default test image default python updates
      • For quay.io image, use the tag for current ansible-core (i.e. 2.11)
      • See if this can be removed: https://github.com/RedHatInsights/e2e-deploy/blob/master/templates/automation-hub-jobs/ansible-test.yml
