Sync from community galaxy fails with the following error:

sync() missing 1 required positional argument: 'optimize'

This is in the local dev environment, with a requirements.yml that looks like this:

---
collections:
- ibm.ansible_power_aix

Expected behavior:
It should sync the ibm.ansible_power_aix collection from community galaxy.

Actual result:
The above error is returned from the API.
