Add a warning on beta-galaxy about minimum client requirements

      Problem Description:

      2.13 had a bug with galaxy-ng, it was fixed in 2.13.3, but then there was bug with downloading all versions, so download of collection takes forever (fixed in 2.13.9). So 2.13.9 and newer should work well.

      Hello guys, there is one issue, that customers needs to have ansible-core 2.13.9 or newer to be able to download collections (see https://forum.ansible.com/t/unable-to-install-collection-from-new-galaxy/1238). All customer before 2.13.3 are going to hit https://github.com/ansible/ansible/issues/77911. After 2.13.3 till 2.13.9 they are going to hit I believe this - ansible-galaxy - reduce API calls to servers by fetching signatures only for final candidates. where downloading collections with lot of versions is taking forever)
