Allow users to switch to the language they want on galaxy.ansible.com (new NG UI) whithout having to change their browser settings.

Background, and strategic fit

When accessing the new UI on https://galaxy.ansible.com, the language to display the site is chosen depending on preferred language in browser settings.

Although this is a good approach to propose a default language for a first display, it does not always give the desired result and users should be able to change without having to mess with their browser settings.

In my case, I had French as a primary content language. But the translations are not finished and I tend to browse technical site in English anyway. I had no other choice than setting English as my primary language to have the galaxy UI in English. This should be part of preferences which can be set on the user's profile.

Set a preference on profile or switch the language on a top drop-down menu (and retain in preferences)

Users having a display language which does not fit their exact need in a particular moment.
