Problem Description:

The ANSIBLE_COLLECT_DOWNLOAD_LOG setting is enabled in settings.py via https://github.com/ansible/galaxy_ng/pull/1692. This enables it for both c.rh.c and community builds. But we want different settings for log/count in c.rh.c and community deployments.

Proposed Solution:

Take the setting out of settings.py

Add envvars in clowd-app.yaml for configuring c.rh.c

Add envvars in the community helm chart for configuring community.
