PR introduces the repository as a label on the collection cards that show up in the Hub dashboard.

The card label utilizes a constant CERTIFIED_REPO defined in ** frontend/hub/dashboard/CollectionCard.tsx. This constant has been set to "rh-certified".

With reference to the existing implementation of collection cards in the ansible-hub-ui repo, once the insights mode is available in ansible-ui we need to expand this constant using a conditional and set its value to "published" if the deployment mode is Insights.
