Currently, a user can delete themselves - this makes it possible to strand yourself accidentally.

Steps to reproduce:

1. With a user that has permissions to delete users, navigate to the "Users" page.
2. Click on the kebab menu and hit 'delete', and hit confirm in the modal that pops up.
3. observe the page kicking you out. You won't be able to log in.
