Set CRC retain_repo_versions for `validated` repo

      Problem Description: in CRC Stage and CRC Prod we have retain_repo_versions set to 50 for the `published` repo. For the `validated` repo it is the default of "All".

      Proposed Solution: The `validated` repo should be set to be the same as `published`in both stage and prod.
