Description
Normal user can see "Upload new version" (in both 2.3 and 2.4) and "Deprecate" (version 2.3 only) in Collections

Steps to Reproduce
Create normal use
Login
Go to Collections (in 2.4 click on any collection)
Actual Behavior
User can see "Upload new version" (in both 2.3 and 2.4) and "Deprecate" (version 2.3 only)
Expected Behavior
User should not see them
