Job or reminder to delete older CRC Prod DownloadLog records

Problem Description: The DownloadLog table acts essentially as an access log, and this will build up over time and we will need to periodically delete older records.

Proposed Solution:

Set up a job or reminder to manually delete older records.

On deletion, we should agree to a time window to retain records, perhaps delete only records older than 30 days. Other teams may access this table for metrics: see AAP-5131, and can use this time window in their planning.
