Problem Description: Today galaxy-importer does not support legacy roles

Proposed Solution: Have galaxy-importer use it's RoleLoader on a legacy role, including calling ansible-lint, and yield the results of the legacy role import in a way that galaxy_ng can use it in the galaxy_ng import task.
