      Complete the Architecture Spec for the following, and present to the team:

      • Implementing ephemeral environments
      • Migrating our CI and PR gating to AppSRE Jenkins (or an internal Jenkins server) to eliminate delays and costs. We're hitting the limit for free access to Travis.
