Description

Automation Hub sync toggle option not working as expected, unable to sync toggled on collections after first sync.

Configured 'rh-certified' repo on AH 4.6 with below-mentioned URL:

https://console.redhat.com/api/automation-hub/content/540155-synclist/

<what is happening>

• Configured 'rh-certified' repo on AH 4.6 with below-mentioned URL:
  https://console.redhat.com/api/automation-hub/content/540155-synclist/

• Tried to sync repository -> It downloaded all the toggled on collections.

• Now, go to portal again - https://console.redhat.com/ansible/automation-hub and toggle on few more collections.

• Initiate the sync again on AH. -> It does not download the newly enabled collections on portal.

<what should happen>

It should download the newly enabled collections as well.
