For Namespace and LegacyNamespace, call the endpoints being added in AAH-2095 to set to false or true

Place a toggle on the namespace and legacy_namespace pages that reflects the value of `wisdom_index` boolean populated in the namespace and legacy_namespace apis.

Likely not display toggle if wisdom setting is not enabled, or if `wisdom_index` boolean is not present or null (discuss with backend developer).

When user with permissions on the namespace edits the toggle, call the appropriate api endpoint - details being captured in AAH-2127 hackmd.
