Problem Description: With the new `validated` content workflow, in CRC Partner Engineers need to be able to move content to either `published` repo (for certified content) or `validated` repo (for validated content)

Proposed Solution:

• In approval dashboard, replace the "Approve" button with a new button/dropdown that allows user to choose where to move the artifact
• For insights mode the dropdown options are `published` and `validated`
• For standalone mode it should be only one option `published`
• We may want to hard-code these in the UI insights/standalone, or we may want to add a config list for the UI to check
