Add CRC Public Key Link to PAH

Problem Description: Add CRC public key link in "Connect to Hub" tab UI in PAH. 

Proposed Solution: In the "Connect to Hub" tab UI in PAH, add a link to the CRC public key so customers can easily find and access the key for signed collections.
