Create Github Action to update backend dependencies

Problem Description: to regularly stay updated on dependencies in our code base, so that we don't have to manually remember to do this periodically 

Proposed Solution: create GH Action to periodically update all backend deps into a PR via existing make cmd (good middle ground between fully manual and fully automated)

note: i put components Backend, UI, QE both for visibility and since I think anyone could do this task
