Beta galaxy syncs from galaxy.ansible.com using a remote that store artifacts in the `community` repo. However the default repo is `published` (which is where uploaded content is stored, also impacts hostname url for installing, repo dropdown, and collection docs).

We should create a CollectionRemote name=published associated with the `published` repo, and use that remote to sync from galaxy.ansible.com
