Temporarily set `signatures=[]` in the collection detail endpoint.

With this, CollectionVersionSignatures will not sync down from CRC Hub to PAH.

This prevents the PAH UI api 500 error from impacting customers who have not yet sync'd collection signatures.

For customers with this issue, if they sync again, and then run orphan cleanup, this will remove CollectionVersionSignatures and resolve the UI api 500 error.
