Description

Groups created via RH-SSO are not editable and result in a blank page.

PAH: 4.5.0
Pulp Ansible Version: 0.13.0
RH-SSO: 7.4.10 GA 

Steps to Reproduce

Create a group for PAH via RH-SSO menu. Log in to PAH, select "User Access" > "Groups. Select group created by RH-SSO. Selecting "Edit" results in a blank page. 

Actual Behavior

Edit results in a blank page. No record in developer tool.  

Expected Behavior

Edit button should route to a page where permissions can be edited
